Unlike some vital records, birth certificates are considered confidential and can only be obtained by a limited group of people. Government agencies are required to provide a response to any FOIA request and release the requested public records documents. If there is information that is exempt under state or federal law, the government agency will first redact that information.

For instance, you can be reported to the Federal Trade Commission (FTC) for failing to receive a subject’s written consent to be searched.
